The liberalization of electricity markets presents one of the most difficult challenges for European governments, due to the conflicting interests of stakeholders involved. In a paper published in the International Journal of Energy Economics and Policy titled “A Public Affairs Platform for the Analysis of the Liberalization Process in the Italian Electricity Market”*, we shed light on this problem through an analysis of the legislative process that produced Italian law n. 124/2017 (Renzi and Gentiloni Governments) to completely reform the electricity market.
The adoption of an innovative digital platform allowed us to monitor the entire legislative process and to understand how the stakeholders’ intere- sts were transposed in the proposals of different political parties and are represented in the final version of the law, on August 2, 2017.
Later, Law n. 108/2018 – as a conversion of the ‘Milleproroghe Decree’ (Conte Government) – postponed the abolition of the customer protection regime until July 1, 2020.
